Just the enforcement market integrator has appointed independent consultant, Becky Horrocks, to bring together public and private sector users of enforcement services to enable a combined response to be provided to the Centre for Social Justice (CSJ) on the recent proposal for the launch of a private enforcement oversight company – The Enforcement Conduct Authority.
It is vital that users of enforcement/bailiff services attend.
The CSJ, who published the report have agreed with Just that hearing from a wider stakeholder group e.g., the users of enforcement/bailiff services, would be useful to ensure that any oversight vehicle has a chance of success and does not interrupt existing user contracts between creditors and suppliers.
Users should attend one of the following meetings on August 24th:
Once registered you will receive a copy of CSJ report. At the meeting the Chair will present the main parts of the proposal and invite attendees to give their thoughts, views and raise any concerns. These will then be collated and shared with attendees before being submitted to the CSJ at a meeting in early September.
Becky Horrocks is an experienced management consultant who specialises in delivering change and transformation in the public sector. After starting her consulting career with a large management consultancy firm, Becky has been working independently for the last 10 years engaged with a wide variety of clients including; Ofgem, HMCTS, the London Olympic Organising Committee (security directorate) and the Scottish Government.

Government:
- Ministers have suggested they would like to see how self-regulation of the enforcement industry would work before considering statutory regulation
- Government has committed to review any self-regulation process/organisation in at most two years
- Government has suggested that during any review they would look again at case for statutory regulation.
Debt advice sector:
- Are in support of better oversight of the enforcement sector
- In support of the ECA if it truly delivers better governance and oversight but believe the proposal does not go far enough and would prefer and push for statutory regulation
- Believe the ECA needs to ensure its independence to be a success.
Just:
- Broadly support greater oversight and would like to see a wider group of stakeholder views taken into account especially those that employ enforcement services, the users.
